element with negative z-index applied will not allow for hover state. how can i fix this? -

how element z-index of -1, sits behind element z-index of 2 display hover state? applied hover state element -1 z-index doesn't show through top element.

that's idea of being behind - can't hover it. if want work around can create 3rd transparent div that'll placed on top of both divs , cover div1 , add hover property it.
